Legislation
Early bills
  • H.R. 6074 provided $8.3 billion in emergency funding for federal agencies to research vaccines and tests and fund other aid.
  • H.R. 6201 provided $104 billion paid sick leave, tax credits, free testing, food assistance, and federal unemployment benefits to those who needed them.
  • At a total of $2.2 trillion, the CARES Act provided:
    • $350 billion in an initial round of funding establishing the Paycheck Protection Program
    • $1,200 economic impact payments to Americans
    • $600/week federal unemployment benefits
    • $31 billion for the Department of Transportation and $1 billion for Amtrak
Interim legislation
  • H.R. 266 provided an additional $484 in federal COVID relief funds, primarily focused towards the PPP ($321 billion), with the remaining money going to support hospitals.
  • H.R. 7010 eased rules for borrowers to get PPP loans forgiven and provided more flexibility in what they could be used for.  
  • In December, Congress passed a combined COVID relief and annual government funding bill, which totaled $2.3 trillion, $900 billion of which was COVID related, including: 
    • $600 economic impact payments to Americans
    • Extended federal unemployment benefits
    • $284 billion in additional PPP funds 
    • $69 billion for vaccines and testing
  • Congressional leaders have indicated that they’re aiming to pass the latest COVID recovery plan by March 14th to avoid a lapse in federal unemployment benefits
  • Totaling an additional $1.9 trillion, the bill includes:
    • Additional $1,400 economic impact payments to Americans
    • Extended federal unemployment benefits through September at $400/week (up from $300)
    • An extension of the federal eviction moratorium through September

Department of Homeland Security Cybersecurity and Infrastructure Security Agency (CISA)
  • In April of 2020, freight railroad workers and workers who support and maintain rail and transportation infrastructure were designated essential by CISA. The latest guidance from CISA can be found at their website.
